Yes, that's right, the Civire start with Missile Launcher Operation. These are the main fighters of the Caldari race (you can see how they fought off the much larger Gallente if even their newbies have missiles!) and a common choice of intended pirates or bounty hunters.
What they lack slightly in Willpower they make up for in sheer technical superiority. Train up your technical fighting skills early on, and you'll be a menace on the high seas...er, space before you know it.
