The Intaki are the techies of the Gallente race, and they have a high Intelligence and Memory to prove it, as well as starting with the Electronics skill. An Intaki can do any of the science routes, mine, trade, run corporations - in fact, Intaki are going to be good at just about anything, so long as it isn't combat related. There's a reason there are so few Intaki pirates.
That abysmal Perception is just going to take too long to get up to a decent level, and meanwhile the Minmatars are flying circles around you, laughing. No, go with an industry route with your Intaki, then you'll be laughing at their measly ISK accounts...as long as you're surrounded by hired guards.
