EVE Online only gives you three character slots with each account, because technically there is no limit to what one character can do in the game.
However, sometimes it is nice to get a fresh start and go into the game with a build (or security rating) that is able to train skills and make ISK in a certain way a lot easier than your current character. It can be difficult to turn over a new leaf with a low-security rated character, and switching from mining to piracy is not easy either.
