Security Ratings |

Security ratings tell you how dangerous a particular area or player is, to some extent. Security ratings are between 0.0 and 1.0, with 1.0 being the highest rating and 0.0 being the lowest. High security areas (.5 and higher) are "safer", meaning there are more NPCs or guns around that will try to ensure safety.
Low security areas (.4 and lower) will not have any NPCs to rescue you or at least shoot the person who killed you. 0.0 security areas are considered completely lawless. In the highest security areas (.8-1.0) CONCORD NPCs will not only kill the person who attacks in these areas, but escaping them is considered an exploit and will get your account suspended or banned.
That is not to say, however, that no player kills happen in high sec areas. Besides the newbies who just want to see what will happen, pirates and bounty hunters sometimes set up suicide kills. They destroy the intended target with just a few shots if possible, get killed by CONCORD, then log in with an alt and loot away.
Jita, which has a security rating of .9, is considered one of the most dangerous places in EVE because of the high number of suicide kills which happen in this fairly rich and highly populated area.Player security is a variable which changes depending on how many things the player has done which have gotten him in trouble, such as shooting in high sec areas.
A player with a low security rating will show up as yellow on your HUD, and a very low sec player will also have a small skull pictured. If you are a miner seeing one of these, warp out quickly. (Note: killing rats in high security areas will not affect your security rating, so if it shows up as red on your screen, you're cleared to start shooting.)
